Training your puppy to behave and not jump on strangers is a little tricky. You need to change your behavior first for instance when you see a friend while walking out with your puppy, just don’t rush.
The best approach is to ask the person if you are allowed to come over with your puppy when you are at least five feet away from them.
Then if your puppy behaves and didn’t jump, you can give him a treat for showing good manners. Next time repeat the same without asking for help from the next person. When you walk over to the stranger, squat down to your puppy’s level and while being down there slip your hand in your puppy’s harness and give him a treat for staying on its four. This way you will enforce positive behavior and at the same time, you can control your puppy scratching or jump on a stranger.
You need to practice this with your puppy until it becomes its habit to walk away from the stranger without jumping and you don’t need to squat down when the habit has already been developed.
